    Rose that are not growing

I'm new to growing roses and we planted some early this spring and they are just not growing and a few of them look as if they are dead.  What could it be.

I'm thinking that they my not be getting enough water.  Also, there are rocks on top of them as the ground cover could this be a problem?

Roses love lots of water, but good drainage. I have never used rocks on top of roses, usually good soil or bark chips. They are probably not getting enough water, its pretty hard to kill roses, they also need a good 6 hours of sun a day to really thrive. I feed mine at least once a month sometimes more often. Good luck.
