I have a friend who has a rose that has bloomed. All of the pedals fell off and all that was left was the stem. She wants me to ask if the seed is at the top end of the stem. She wants to plant another rose, but before she buys another she would like to plant the seed from her current rose if that is the seed.

Most of us propagate a rose bush from cuttings. They have an article here:
Propagating Roses
But you can germinate rose seeds, but not an easy task.

from what I have read, the seed is in the round area where the stem is, however you have to let the rose hip turn red before the seed will be a viable seed. google rose hips.

I do agree with the previous poster, it is easier to propagate the roses, that is grow roots from a cutting, which is what I'm trying to do, I planted my cuttings 5 days ago, and am just beginning to see signs of new growth.
