Sounds like deer to me too. They only eat the best parts, new growth and flowers. You could try dusting your buds with ceyenne pepper; since deer have a "wet mouth" they might not like that. If the problem persists, it could be something else. Insecticidal soap may work but if it rains a lot, you have to refresh the soap (or pepper) after each rain.
