This could be the rosette virus. It is caused by many microscopic mites on the bush. The new growth has bright red distorted leaves and excessive thorniness on the canes. The bush usually dies.

Many varieties of roses have reddish leaves when they first leaf out. They green up as they mature. I would suggest researching the varities of roses you have to see if this is the case. If the leaves are showing distortion, it could be insect or disease problems. If this is the case, collect samples and place a single sample in a baggie or zip lock bag and take it to a reputable local nursery for identification of the problem.
