Iceberg Tree Rose - Buds are brown & not open

HELP! My Iceberg Tree Rose has been a beauty up until about a month ago. Then the buds started turning brown & rotting. The stems & buds have always had like a fine dusting of talc on them -- is that normal for Iceberg? It didn't hurt it before. Some of the leaves are also curling in. I live 2 miles from the coast in Oregon. Thanks!!!

Could the problem be that there is too much salt in the air? The leaves could be curling from the salt drying them out too.

Does the new growth appear to have a white powdery substance on them? If so, your rose could have powdery mildew.

Or - do the buds appear brown and dry on the outside? Has it been rainy? The buds may be 'balling' because they are too wet. Sometimes you can carefully remove the outer petals and the bud will open up properly.

Or - do you see small white insects around? You could have thrips. Then you could spray just the buds with an insecticide or insecticidal soap.
