Rose woes

Any help or opinion greatly appreciated ...... not a lot of leaves on my roses, flowers are nice, plant not so nice. Some black spot and yellow leaves. Is black spot causing the leaves to fall?

I have had that happen also. I spray the infected rose with NEEM oil.
