cauliflower formation on end of rose clippings

I picked some roses in the fall and placed them in a vase of water. I placed them in a window at work that was partially blocked. About a week ago I noticed that even though the blooms had died the stems and leaves were still alive and an cauliflower like growth had appeared at the end of the cutting. What is this?

Has the rose stems grown roots. I think that you have started hardwood cuttings. It will probably take years for the stem to grow into a bush with blooms.
