    When to cut back Roses?

I live in Nevada, I am curious as to when I should cut back my roses and how much of the stem should be left on the bush? Pls help they are stable as they are about 2 and 3 yrs old. My first time dallying in rose bushes and I would hate to lose them as we are bound to have a nasty winter.
