Dying bush ??

My wife and I bought a house last year in Boston with a lovely 7 / 8' tall rose bush in the front yard. I seem to recall that it bloomed late last year.

So far this year, there are absolutely no leaves on the old branches. There is some new growth at the very bottom of the bush.

Is the top of the bush dead? Do I need to cut it down to the new growth height (1.5')? It seems a shame to have to cut it. It looks like this bush has been there a very long time. Is there something I should have done last fall?

I am a total novice so any suggestions would be greatly appreciated!!

Yes, you should have pruned (cut the canes) approx. 1ft up from ground last fall or before spring. You can cut the canes now. The energy of the plant will focus on growing new healthy canes leafes and possibly buds later this summer. If not this summer then next year.

If it is a grafted rose, looks like so, locate the scision point, check wheather the new canes start right there, otherwise they are from the root stock and they won't produce the same roses of the previous season but small single flowers.
