    Holes on Leaves

My mother has a hanging basket of roses that looked great when she got them (early May) but have since developed what looks like blackspot (spotted, yellowing, falling leaves) along with small holes in the leaves. We see no bugs/flies/pests on the plant, however. Does anyone have a clue as to what might be leaving these holes in the leaves? She lives in central Kentucky.

There is the rosecutter bee, that takes small cuttings in perfect circles out of the rose leaves. These bees are perfectly harmless to the rose, other that you will have little round cutouts on your leaves. The bees use these cutouts to line their nests.
