Worms in rose stems

I live in Georgia and was pruning my roses the other day and cut into a worm in a main stem and after checking others, found hollow stems on several branches. Should I go ahead and use the systemic fungicide treatment now on all bushes or wait? Also, should I seal up the pruned areas and if so, what should I use?
Your help will be appreciated.

They are moth larvae, white or yellow worms up to 1 inch long. They enter the canes through wounds and through pruned stem tips. Cut off the cane below the worms (swollen cane) and apply white glue or shellac.
