Tips of Some Leaves are Brown

I was looking at my rose bushes and the tips of some of my leaves are brown and dead but the rest of the leaf is green and pretty. Some of my Azela's are that way as well. Could it be a bug or virus that both plants can get?

The reason that the tips of my Azela's turned brown last year was from a lack of water. Rose leaves will brown also from too little water.
