I don't see what afew rocks will harm. but, remember roses like (actually need) air circulation-this avoids insects and disease so be aware. In my garden I have used the natural rocks that are approximately 3-4 feet tall at the tree line for backdrops for my rose gardens and all has been well for 15 years-I'm in zone 3 and sometimes 4 & 5 according to location on the property.

rocks will not effect the rose plant until the plant get proper sunlight and water. So put as many rocks as are not disturbing the circulation of air and water required for the growth of rose plants.
