    Preparing soil to plant

I am planting explorer roses in my new back yard and have read that you have to prep the soil to 24 inches. I have 12 inches of good topsoil with a combo of clay and sand underneath. I do have good drainage on the site. Should I be digging out that second foot and repacing it or will the soil be fine the way it is?

I believe it really is necessary to go to 24". It's more work, but long term benefits will be worth it.
