Pruning Hybrid Teas

I live in the US Pacific Northwest and I am wondering if anyone has any information on which pruning method produces more blooms on Hybrid Teas - hard, moderate or light pruning?

The method used by most parks maintenance crews is a hard prune. Usually cut back by two thirds. Also cut out dead wood and little insignificant twiggy growth. Leave 3 or 4 main strong healthy canes. This is advice for hybrid teas only.

Been expereimenting with pruning myself, (WI.Zone 4). New literature is suggesting a moderate punning is more beneficial. Have used this method for the last two years and have had great results. Basically prunned by 1/2. Only thinned out those canes rubbing/crossing other canes.
