hard pruning or soft pruning? Which is better?

Is it true that hard pruning results in less blooms and that soft pruning results in more blooms? Should hybrid teas be hard pruned, would that be about half of its growth?

You can hard prune Hybrid Teas that are used for exhibition, and for rejuvenating weak or neglected roses. Hard pruning builds up a strong root system and stimulates the plant to produce new, strong canes from the bud union. Cut back the rose canes to 5".
