    pruning blighted roses

Several of the old growth roses in my yard (30 years old at least) have been attacked by a small worm which seems to have killed many of the canes. I live in NY where we've had an exceptionally hard winter and very very wet spring. Can I cut back the dead canes even though it is summer or shoud I wait until fall? Also, can I transplant old growth roses now?

Also, I neglected to mention. The roses that are blighted bloomed leaves which then all fell off. The canes are now bare but green (some are blackened at the tips) the rose is giving off tiny new shoots.
