It is a bit funny, but very frustrating I know. In Arizona we have two goats (currently I am in Baltimore, the roses here are safe from the critters!) and it *IS* impossible to keep them in their pens all the time! They will also eat trees and such things... I am not certain what one would put on roses to make them icky to a goat, and I don't know how good soap would be for a rose. Maybe you could put a fence around the roses when they are young to give them a fighting chance (can't keep the goat in, keep the roses in a pen! )? We also had a donkey who we let roam around, and she would eat things, we had to keep scaring her away from things we didn't want her to eat that she wanted to eat...You could try scaring her away (yeah, I know, they just come back when you go away!), or maybe squirting her in the nose with a spray bottle? Or setting up a spray system that you can operate from the house when you see her over there (goats seem to hate getting wet!). I don't really know what else to suggest, I don't know if one of those things collar they use on dogs would work for a goat. Put the boundry wire under the ground around the roses....Sorry I can't be of more help, goats are pretty persistent when they find something good to eat , good luck!!
